Daniel Barreiro
Chief Community Services Officer
Daniel Barreiro has worked in the municipal government field for twenty-one years. He currently serves as the Director of Community Services for the City of Aurora. The Department of Community Services oversees the following divisions: Public Information, Customer Service, Special Events, Cable Access, and Youth Services.
Dan was first hired as a graduate intern in the Mayor’s Office in 1986. Upon his graduation from NIU in 1988, he was hired as an Administrative Assistant in the Mayor’s Office and was promoted to Assistant to the Mayor in 1990. He served as Assistant Personnel Director from 1992 to 1996. In December 1996, he was appointed to Assistant Director of Finance where he served as a division head over Budgeting. He was instrumental in the development of the budget process and award winning budget document. Dan also assisted with the coordination and development of the city’s ten-year capital improvement plan. During the transition period of Mayor Thomas J. Weisner’s new administration, Dan served as Assistant Chief of Staff in the Mayors Office from April 2005 through January 2006.
Dan holds a B.A. with a major in Political Science/Local Government and an M.P.A. with an emphasis in Urban Management and Development from Northern Illinois University. Dan is a proud graduate of East Aurora High School. Dan currently serves as a Budget Reviewer for the Government Finance Officers Association. He is a facilitator in Franklin Covey’s 4 Disciplines of Execution and 7 Habits of Highly Effective Teens. He serves on the Board of Directors of the Community Foundation of the Fox River Valley, SciTech, East Aurora Educational Foundation, and Aurora Cares Corporation. Dan is a member of the East Aurora Alumni Association and the Northeast Neighbors. Dan enjoys coaching for his daughter’s basketball team. Dan and his wife Theresa live in Aurora with their two daughters.

Ken Maurice
Youth Services Development Coordinator
Ken Maurice joined the Youth services Division in July of 2005 as Development Coordinator. Ken works with the Director and staff in overall program development and maintenance, operations, and budget. Prior to coming on board at the City, Ken was a Guidance Counselor at East Aurora High School and Waldo Middle School. He previously served as director of Aurora Township Youth Services and as Southern Kane County Manager of the local Kane-DeKalb-Kendall (KDK) Job Training Office. Ken has worked in a variety of part-time positions at such organizations as Family Counseling Services of Aurora, the Fox Valley Park District, and Waubonsee Community College, just to name a few. In the community, he has served on multiple boards over the past 20 years including the District 131 Board of Education, Vice-President of Citizens for Neighborhood Improvement, President and Treasurer of the Westbury Farm HOA, and as a Panel Member for the Kane County State’s Attorney Second Chance Program. After graduating from East Aurora High School, Ken received a Bachelor’s Degree in Liberal Arts from Northwestern University in Evanston, a Master’s of Science Degree in Human Services and Counseling from National Louis University, and School Counseling Certification from Northern Illinois University.

Cecilia Soto
Manager of Customer Service
Cecilia Soto has worked for the City of Aurora for sixteen years. She received her Masters of Business Administration degree from Aurora University in 2002 where she was the recipient of the Dean’s Prize for Graduate Scholarship. Ms. Soto received her Bachelor of Science degree from Northern Illinois University in business management.
She has devoted her professional career to serving and improving the quality of life for the residents of the City of Aurora. She began her career with the City of Aurora as a Community Outreach Specialist in the Aurora Police Department. Through her community relations, outreach, and advocacy work she was able to open channels of communication that resulted in improved relations, trust and goodwill between the police department and the community.
In response to meeting the needs of the people of Aurora in a more local and convenient manner, the City of Aurora established a series of outposts to better serve its residents. Ms. Soto became the Manager of the Community Resource Centers and was responsible for all four locations and additionally she managed the City of Aurora’s Aurora Community Center where information, referral, and city services could be provided.
Currently, she is the Manager of Customer Relations for the City of Aurora. In 2003, the City of Aurora implemented their first ever customer service center whose mission is to provide courteous, prompt, and precise response to the informational and service needs of the City’s residents, businesses, and external customers.
She is a former board member of Aurora Community Study Circles and the Visiting Nurses Association of Fox Valley. Currently, she serves on the Board of Directors of the Two Rivers Head Start, a preschool program for children.

Dan Ferrelli
Director of Public Information
Dan Ferrelli was hired as the Director of Media Relations for the Aurora Police Department in June, 1996. He took over as Director of Public Information for the City of Aurora in September, 2009.
Dan’s reputation as a public information professional is known across the United States. His work has garnered several national awards and his efforts have been the subject of articles that have appeared in several trade publications. Aside from his work with the city, he teaches media relations and public information practices to police and fire officials across Illinois through the Suburban Law Enforcement Academy in Glen Ellyn, IL. He is a member of both the National Information Officers Association and the International Association of Chiefs of Police Public Information Officer Section.
An Aurora native, Dan has over 30 years of professional communications experience. He worked for over 13 years at various Chicagoland radio stations as an on-air talent, program director, and news and sports reporter. Prior to joining the Aurora Police, he was co-owner of a professional video production company that specialized in industrial and corporate accounts.
Delia Nila Basile
Special Events Coordinator
Dee Nila Basile is the special events coordinator for the City Events Division in Aurora. In addition to managing the City’s special events, she also serves as the liaison to the Hispanic Heritage Advisory Board, and is an advisor to the United Students of Aurora (USA) Leaders Advisor. A City employee for 10 years, Dee previously served as project manager on the Executive Team for Aurora’s Wildly Important Goals (WIGs), facilitator for Stephen Covey’s 7 Habits of Highly Effective People, executive secretary in the Community Services Department and in various roles in the Economic Development Division. Dee received her Bachelor of Arts degree from Northeastern Illinois University in Public Service in Diverse Environments.
Dee is proud of her community service and has served on various boards and committees including the Marmion Music Boosters, Rosary Fine Arts, YWCA Board of Directors, Aurora Hispanic Heritage Advisory Board, Dominican Literacy Center ESL tutor, Provena Mercy Center Auxiliary, Ambassador and Friend of Phillips Park and Blues on the Fox. She is also a municipal access producer for ACTV Channel 10.
