The City of Aurora is issuing a Request for Qualifications (“RFQ”) to IDOT Prequalified Engineering firms for construction engineering services for the Aurora Transportation Center (ATC) Enhancement Project.

In order to have your firm considered, please submit RFQ in a sealed envelope containing three (3) copies, marked “ATC Enhancement Project Construction Engineering Services”. 

Proposals must be received at the City of Aurora Department of Public Works /Engineering Divisions, 4th Floor, 44 East Downer Place, Aurora, IL 60506, no later than August 21, 2017 at 5:00 P.M. (CST).  Proposals received after the closing time and date will be returned unopened.



A.01 General Purpose: Procurement of professional services to provide construction engineering and observation in accordance with IDOT standards.

A.02 Responses to the Request: The firm shall submit a response to the RFQ which will be evaluated and ranked by a panel of engineers from the City of Aurora Engineering Division. The highest ranking firm(s) may be further evaluated with interviews if deemed necessary as part of the selection process.

A.03 Submission Requirements: Three (3) copies of the RFQ submittal are requested.

Lengthy submittals are discouraged; please keep them short and readable, under fifteen (15) pages total submittal including resumes.


B.01 Reserved Rights: The City of Aurora reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all proposals, or to accept an alternative proposal.  The City and/or staff may seek clarification from an offer at any time and respond promptly if there is cause for rejection.

B.02 Criteria for Selection: The consultant selection shall be based on the evaluation of the firm’s proposal by a selection committee. The selection committee shall consist of a panel of engineering professionals employed by the City of Aurora. The Division follows qualifications-based consultant selection procedures. Following this evaluation, the Division may interview one or more of the Consultants deemed best qualified. Interviews will be held only if the Division determines they are necessary, based on factors such as but not limited to, the number of proposals received and a determination by the Division that certain Consultants possess apparently equal qualifications.

The City of Aurora reserves the right to consider any proposal and to reject any and all proposals if doing so best serves the public interest.

The following criteria will be used to evaluate and rank the Project Proposals:

B.03.1 Adherence to the Scope - This refers to the adherence to conditions and requirements of the scope of services.

B.03.2 Understanding the Project - This refers to the firm’s understanding of the projects, and the nature and scope of the work involved.

B.03.3 Scheduling/Work Load Capacity- This refers to the firm’s proposed workload and the capability to provide adequate personnel.

B.03.4 Services and Specialized Experience to be provided - This refers to the exact type and nature of the service to be provided.  Modification or expansion of the scope of services is encouraged where the consultant feels essential elements have been overlooked by the Division. However, each of the listed work elements must be addressed in some manner to qualify for consideration. Explain and support how your firm is uniquely qualified to provide this service to the City of Aurora.  Give details of your experience in completing similar public works projects, firm experience and past performance.

B.03.5 Project Team – Whether the personnel assigned to the project have the knowledge, experience, education and qualifications necessary to successfully perform this task.

B.03.6 Consultants Status - Proximity of the firm and assigned personnel to the City of Aurora, and the financial stability of the company.

B.03.7 The above categories will be used to evaluate the firm based on the following weight ranking work sheet:

Confidentiality: All submissions submitted by the firm shall be confidential and may not be discussed or shared.


C.01.1 The Firm: Include Main Contact Information, Background, History and Structure

C.01.2 Terms and Conditions: List any terms and conditions, which may apply to a contract and are not included in this Scope of Services.

C.01.3 References: List at least three references, which you believe support your firm and the RE’s qualifications to complete a project.

C.01.4 Personnel: Provide Resume(s) and details of the Resident Engineer(s) you are proposing.  Details shall include similar size and type of project experience, how they manage their staff and sub-consultants, knowledge they have used to insure the successful completion of a complicated project including organizational skills, public notification, management style, budgeting time, contractor communication, conflict resolution and project close out including punch list. List any other office personnel who will be directly involved. Focus shall be the on-site engineers that you plan to assign to the project.


Project Scope: 

  • Construction of 750 feet of a multi-use pedestrian over the Fox River, intersection improvements at IL 25 and Spring Street and improvements to the Aurora Transportation Center (ATC) parking lots.
  • Additional work includes resurfacing, curb and gutter, traffic signal, traffic signal interconnection, traffic control, lighting and drainage improvements.
  • Construction a new parking lot on River Street (west lot)

This project is largely funded by a federal grant from the Congestion Mitigation and Air Quality Improvement Program.  Letting is scheduled for January 19, 2017 with project completed in November 2019.  Estimated construction value is $13 million.


The scope of services shall meet IDOT standard construction engineering services agreement for local agency agreement. These services include pre-construction activities, measuring & verification of quantities and pay items, utility coordination and conflict resolution, resident engineer services, maintain daily record of contractor activities,  meetings and public notifications, & interactions, QA/material testing,  traffic control inspection, as-built surveys as requested, preparation and submission of forms for payment, changes orders, record and report,  and other appurtenant activities associated with construction engineering.
