Committee of the Whole (COW) is a meeting in which two or more Committees meet together with all Committee members, up to and including the entire board. This meeting operates under Committee Meeting guidelines but allows for greater interactions between committees and board members.

In order to maintain and implement the City's Comprehensive Plan some examples of what the Commission is empowered to give recommendations on are: Comprehensive Plan revisions, and plans for the present and future development or redevelopment of land within the City, permits, zoning, and more. The Commission is also an appeals board that reviews zoning issues as prescribed in the Aurora Zoning Ordinance, including proposed variations from the zoning code.

The Innovation and Technology Advisory Commission is hereby established to investigate, research and gather information in relation to significant emerging technologies that may benefit and/or have an impact on the city.

The Aurora City Council is comprised of 12 elected officials - 10 ward aldermen and 2 aldermen-at-large. Working in tandem with the mayor, the aldermen are the voices of the Aurora community at the city government level.

The BZE Committee handles matters requiring city council approval involving the airport, annexation, boundary agreements, business development, building code development and enforcement, economic development, historic preservation, permitting, planning and zoning.

The Aurora Preservation Commission designates landmarks, historical districts and urban conservation districts within the corporate limits of Aurora; issues and modifies or denies certificates of appropriateness and economic hardship.

The Bicycle, Pedestrian and Transit Advisory Board is an advisory body to the city council, on the planning and development process for bicycle, pedestrian and public transit facilities.

The I&T Committee shall have jurisdiction over all matters requiring city council approval pertaining to the city’s technological infrastructure, its fiber optic network, communication and data transfer, public parks and open spaces, public roadways, traffic and parking, public works, including street, sanitation, public utilities and public buildings and grounds, right-of-way, the environment, flooding, water treatment and distribution and storm and sanitary sewers, and special service areas related thereto.

The Finance Committee handles matters requiring city council approval pertaining to collective bargaining, personnel and civil service matters, not otherwise under the jurisdiction of the Civil Service Commission, taxation, city indebtedness, fees and service charges, risk management, purchasing policies, management of city funds, the library budget and tax levy, the city’s operating budget, pension insurance, motor fuel tax and capital budget, tax levies, development agreements, tax increment and business improvement districts, other inventive agreements, real property acquisition, and special service areas except those required by the Kane County Stormwater Ordinance and exclusive jurisdiction over all departmental budgets and matters that require budget amendments or transfers.
